Angel J. Nater
Mr. Nater is currently a retired professor/program manager for the EMS program at Seminole State College of Florida. He joined the faculty in 2002 as an adjunct professor, and accepted his current position in the fall of 2008. Mr. Nater began his career as a EMT, paramedic, and Lieutenant for New York City EMS and has been involved in teaching since 1985. Mr. Nater holds a BS degree in Healthcare Administration from the University of Central Florida, and an MS degree in Emergency Management from Jacksonville State University in Alabama. He is celebrating his 32nd year as a paramedic.

Louis B. Mallory
Mr. Mallory is the retired Program Director for the EMS program at Santa Fe College in Florida. He joined the faculty in 2002 as Program Director and is now serving as the Clinic Manager for the Alachua Area Medical Reserve Corps at Grace under the Department of Health.
His career began as a Lieutenant, Firefighter, and EMT for the Archer Fire Department, followed by roles as a paramedic for Alachua County and a Flight Medic for ShandsCair before transitioning to Santa Fe College. In recognition of his contributions to EMS education, Mr. Mallory was honored with the 2018 EMS Educator of the Year award by the Florida Department of Health Bureau of Medical Oversight.
He holds a Master of Business Administration (MBA) from Saint Leo College and Emergency Medical Degree from Santa Fe College. Previously, he served as the Executive Director of FAEMSE and is the founder of the FAEMSE Foundation. Mr. Mallory remains actively involved in the field as a Life Member of the Florida Association of EMS Educators.

Phillip Borum, RN, PMD
Phillip J. Borum is an accomplished healthcare leader and educator with more than three decades of experience spanning nursing, EMS, fire service, and higher education. He currently serves as EMS Program Director and Associate Professor at Pasco Hernando State College.
His career includes leadership roles as a nurse manager, critical care transport specialist, and clinical services coordinator, along with extensive teaching experience as a faculty member and program director for multiple EMS and nursing programs. A Certified Pediatric Emergency Nurse (CPEN), retired firefighter/paramedic, and registered nurse, Phillip brings a unique combination of frontline clinical expertise and administrative leadership.
He holds a Master of Public Administration and a Bachelor of Professional Studies from Barry University, along with dual associate degrees in Nursing and Emergency Medical Services from St. Petersburg College.
Phillip has been recognized nationally with multiple awards, including the Florida Association of EMS Educators Paramedic Instructor of the Year (2011, 2018), the Daisy Award nomination for nursing excellence, and the Phoenix Award for lifesaving service. He has contributed to key EMS textbooks and continues to shape the future of emergency services through education, mentorship, and program leadership.
Affiliated with FAEMSE, NAEMSE, NAEMT, ENA, and the Society of Trauma Nurses, Phillip remains committed to advancing emergency care education and supporting the next generation of healthcare professionals.

William McGrath, MPS, NREMT-P
William McGrath is a seasoned leader in fire rescue operations, EMS education, and academic administration. He currently serves as Deputy Chief of Operations for the City of North Lauderdale, overseeing firefighter and EMS training, regulatory compliance, and quality assurance. He also manages EMS grants and serves as the department’s Infection Control Officer.
In higher education, he is Vice President of Academic Affairs at Braxton College, leading degree and continuing education programs, including American Heart Association training.
As COO of INTCEP and Program Director at Southeastern Medical Academy, he provides consulting and oversees vocational EMS education. He previously directed statewide operations for the Florida Medical Training Institute, managing six campuses and thousands of students annually.
A Nationally Registered Paramedic with a Master’s in Public Safety, McGrath also holds instructor credentials in AHA and NAEMT disciplines and brings over two decades of leadership to the Board.
